Housing Element 2023-2031

Every 8 years Oakland releases a new plan to guide its zoning decisions. The Housing Element is the City's blueprint for housing. An updated draft was revealed at this planning meeting.

It proposes rezoning around transit and increasing density to incorporate new options for missing middle housing.

It also changes the use in some areas, encouraging industrial and mixed-use in areas that were primarily residential. Like the sites around Highway 880 and 7th Ave, which look to be changing from residential to commercial industrial.

There are increased height limits as well as bonuses for affordable housing. The Affordable Housing Overlay (AHO) gives operators new options for increasing density across the city.
